Expanding Highway Safety for Utility Workers and Drivers


Yesterday, Thursday, October 16, 2025, the Senate unanimously approved S.2642, An Act Relative to the Move Over Law requiring drivers to slow down, move over for utility workers and vehicle breakdowns.

This bill expands the existing Move Over Law to include telecom, gas, and electric utility vehicles, and disabled vehicles with flashing lights stopped on the roadside.

Drivers must now slow down and use caution when approaching any stationary vehicle on the shoulder.

On multi-lane highways, if safe, drivers should move over a lane to give extra room.

The bill also strengthens enforcement and driver education, increasing fines for repeat offenders and requiring safety courses for those who violate the law.

Utility and roadside workers put their lives on the line every day. These changes will help save lives and prevent tragedies.

The bill now moves to the House of Representatives for consideration.
