ALERT 📢 🚨
Today, Thursday, October 23, 2025, the
Senate is considering H.4165, An Act making appropriations for the fiscal year
2025 to provide for supplementing certain existing appropriations and for
certain other activities and projects.
This closeout Fiscal Year 2025
Supplemental Budget bill authorizes $2.3 billion in spending.
This bill was initially filed by
Governor Healey on August 18, 2025, and a House version was passed on October
15, 2025.
After reviewing both House & Senate
versions, the conference committee produced a compromise conference committee
report (S.2655), which adds funding to existing appropriations and supports
other activities and projects for fiscal year 2025.
A closeout supplemental budget is filed
and passed each year; its purpose being to resolve all outstanding deficiencies
and ensure that the fiscal year ends in balance. The enactment of this final
spending bill will allow the comptroller to “close the books” on FY 2025 and
finalize mandated financial reports.
