'Senators target MBTA housing law with amendments'
By Chris Lisinski | Gloucester Daily Times 

Excerpts below: 

"Minority Leader Bruce Tarr filed an amendment (183) that would remove compliance with the MBTA Communities Act, also known as 3A, from the criteria that makes a city or town eligible for certain grant funding. The potential loss of grant funding was a hot topic when Gloucester voters went to polls last month to accept the city's zoning plan to comply with 3A."

"Others seek to boost state aid across the board, like a proposal (3) from Tarr to create a $50 million Supplemental Local School District Grant Program to provide additional aid to school districts that are eligible for the minimum per-pupil aid from the state."

Boxford Village Garden Club and the Boxford Recycling Committee: ‘Help Eliminate Litter’ Program

 



Great to be in Boxford last weekend for their Earth Day ‘Help Eliminate Litter’ Program, hosted by the Boxford Village Garden Club and the Boxford Recycling Committee!

From collecting litter across town to enjoying Benson’s ice cream and learning more about textile recycling, this event brought the community together for a cleaner, greener Boxford.

Thanks to everyone who pitched in, shared knowledge, and helped make a difference—especially the young volunteers, conservation experts, and yes…even the goats!

From Gloucester with Love: Cape Ann Cameos in Ed Sheeran's "Old Phone" Music Video





It was great to see the Greater Cape Ann region take center stage in Ed Sheeran’s new music video “Old Phone,” released this past week.

Filmed during his pop-up pub event in Ipswich, his music video features some familiar and well-loved Gloucester locations, including: Cape Ann Lanes, The Vista, and the Gloucester High School bleachers at Newell Stadium.

What beach do you think is featured in the photo above? So many beautiful options in the North Shore.

Seeing our local communities featured so prominently fills me with great pride.

My sincerest thanks Ed and his team and to everyone who helped make this happen—it’s exciting to give millions of fans around the world a chance to see what makes our communities so special.

Bringing Transparency to Transit: My MBTA Reporting Amendment



On Thursday, May 8th, during the Senate’s formal session I shared remarks regarding my amendment offered to S.2512, the Senate’s version of a FY’25 Supplemental Budget.

I listened to many of my colleagues speak to items to spend money in this budget, with substantial additional funds appropriated for the MBTA.

My proposed amendment #3 would require the MBTA to inventory all of its assets, identify their state of repair, and develop a plan to achieve a systemwide state of good repair. It would also require the MBTA to identify measures to save costs, and minimize the amount of taxpayer subsidies, which are growing.

Manchester - Essex 20th Annual Kentucky Derby Party

 


Last weekend I was honored to attend the Manchester-Essex Rotary Club’s 20th Annual Kentucky Derby party and fundraiser at the American Legion Hall in Manchester-By-The-Sea.

I was the auctioneer for a portion of the evening again this year!

Money raised at this fundraiser goes towards local scholarships, food banks, and international projects.

Another fun event for such a great cause - thank you to all for your efforts in making this event a success!

Town & Country Garden Club of Ipswich Annual Mother’s Day Tea Cup Sale



The Town & Country Garden Club of Ipswich is sponsoring the Annual Mother’s Day Tea Cup Sale tommorow, Saturday May 10th.   

Pick up a beautiful flower arrangement in a tea cup or small container, just in time for Mother’s Day!  

10AM to 12PM in front of the Ipswich Post Office (rain or shine)

Proceeds will benefit scholarships for Ipswich seniors and community wide projects.

FY '25 Supplemental Budget: Local Earmarks





Yesterday, during our debate of S.2512, the Senate’s version of the FY’25 Supplemental Budget, I secured $825,000 in important local earmarks which will directly impact education and transportation priorities in our communities.

The Senate’s version of this spending bill now must be reconciled with the version adopted by the House of Representatives (H.4010).

Saving Our Schools: Fighting for Funding Fairness


Today, I offered the following remarks regarding one of my proposed amendments to the Senate’s version of a $1.28 billion FY’25 Supplemental Budget.

This amendment comes to the rescue of 233 school districts currently receiving only minimum aid by creating a Supplemental Local School District Grant Program that would provide an extra $95 per student in addition to the currently proposed $150minimum per pupil aid, for a combined total of $245 minimum per pupil aid.

The Senate rejected my amendment which would have helped ensure more equitable support for students across the Commonwealth, offering relief to our municipalities and school districts, while also taking pressure off local real estate taxes.

Marking 80 Years of Freedom: VE Day Remembrance

 


Today marks the 80th anniversary of Victory in Europe (VE) Day — a pivotal moment in world history when Allied forces formally accepted the unconditional surrender of Nazi Germany, marking the end of World War II in Europe on May 8, 1945.  

On this solemn anniversary, we honor the courage and sacrifice of the men and women of the Greatest Generation who answered the call to defend liberty at home and abroad. Their strength and unity turned the tide of history and preserved the freedoms we cherish today.  

May their legacy continue to guide us in preserving the values of freedom, liberty, and our democracy that they so bravely defended.

Gloucester Police Department Fundraiser Success

 


Grateful to the Gloucester Police Department (Official) for once again showing their unwavering commitment to our community—not just in service, but in compassion. 

Their 2025 Beard Fundraiser raised an incredible $3,400 for The Angel Fund for ALS Research for ALS Research, helping to bring hope to those living with ALS and fueling the search for a cure.

May 2026 Merrimac River Beach Alliance Meeting


This past Friday, as MRBA Chair, I had the privilege of convening and participating in a Merrimack River Beach Alliance meeting at Salisbury Beach—a strong example of collaboration among local, state, and federal partners working together to protect and preserve our coastline.

I was also deeply honored to receive an award from the Salisbury Board of Selectmen for my role in supporting the nourishment project—an effort whose success would not have been possible without the shared vision and leadership of so many. 

This recognition is a meaningful reminder of what can be achieved when we come together in service of our communities and their natural resources.

During the meeting, we also covered several additional topics, including:  

• A sand placement update from Tom Hughes and myself 

• A detailed discussion with the U.S. Army Corps of Engineers and Newburyport Mayor Sean Reardon about the jetties and their impact on the beach system  

• An exciting update on the MIT artificial reef initiative, presented by Juliet Simpson, Ben Bray, and Ansel Garcia-Langley  

• Recognition of individuals and organizations whose dedication made the Salisbury nourishment project possible, presented by the Town of Salisbury  

• A presentation from Mr. Sacks on a proposal for privately sponsored sand placement at the North Point fill section
  
The work continues, but thanks to our strong partnerships, the future of Salisbury Beach and our shoreline is bright.

Supplemental Budget due for Senate Consideration




On Thursday, May 8th, the Senate will consider S.2512, a Supplemental Budget centered around funds received in the current fiscal year (FY25), from the Surtax on Income over $1 Million, in excess of the expected amount accounted for in the FY25 State Budget (also known as the General Appropriations Act).  

This bill was initially filed by Governor Healey on January 23, 2025, and a House version was passed on April 9, 2025.

The Senate Committee on Ways and Means has proposed a version of this budget that contains $1.3 billion in spending and 317 amendments have been filed by Senators to change that committee version of the bill.

Fresh Air & Friendship: Topsfield's New Patio



On Thursday, I had the pleasure of joining the Town of Topsfield and the Council on Aging for a wonderful ribbon cutting ceremony celebrating the newly completed Council on Aging Patio at Town Hall.

This new space is a meaningful addition to the community—providing a welcoming, accessible place for gathering, conversation, and connection for Topsfield’s seniors. It was an honor to join in recognizing this thoughtful investment in the well-being of our older residents.

Food Resources & The Enchanted Forest

 



The Open Door’s Empty Bowl event is always a meaningful tradition in our community—but this year was a truly spectacular and spirit-lifting event.

With its magical theme of "enchanted forest" coupled with the generosity of our community, Thursday evening brought people together in a powerful show of support for life-changing food resource programs that will serve families across our region this summer.

Guests chose from a beautiful array of handcrafted bowls, enjoyed delicious soup, a roll, and a cookie to-go, and left with a lasting reminder that somewhere, someone’s bowl is still empty.

Thank you to The Open Door and everyone involved in making this year's event such a memorable success.

Improving Infrastructure: Middle Street Bridge Replacement Begins




Congratulations to the Town of West Newbury and the City of Newburyport for working together to replace the Middle Street bridge that spans between the two communities.  I was happy to help facilitate that collaboration.

Champions in the Chamber



Congratulations to the Georgetown High School Boys Basketball Team on their historic victory in the MIAA Division 4 State Championship—the first in the school’s history!

To mark this outstanding achievement, I was pleased to welcome the team to the Massachusetts State House for a tour and to present them with an official Senate citation in recognition of their hard work, teamwork, and perseverance.

My house colleague Kristin Kassner State Representative 2nd Essex District also joined to present them with House citations, as well.

This remarkable accomplishment is a testament to the dedication of the players, coaches, families, and the entire Georgetown community. I look forward to seeing more great things from this team in seasons to come.
