'State issues EBT chip cards to curb fraud'

"Republican lawmakers, including Senate Minority Leader Bruce Tarr, R-Gloucester, pushed to add the new requirement to a $259 million supplemental spending bill in response to concerns about widespread benefits fraud. The bill, signed by Healey last August, also included $15.5 million in state funding for the new EBT cards."
