Today, Friday, July 31st the Senate will be in session taking up a wide array of legislative matters for consideration during Formal Session - set to begin at 12 PM.
July 31st is the last regularly scheduled day for formal sessions of the Massachusetts Legislature. However, pursuant to a recent revision of Joint Rule 12A, the Senate and House may continue to convene for formal business after July 31st, but only for certain limited purposes, including:
(i) reports of committees of conference formed on or before the last day of July of the second annual session,
(ii) appropriation bills filed after the last day of July of said second annual session,
(iii) passage of legislation, notwithstanding the objections of the Governor, that was returned by the Governor with the Governor’s objections pursuant to Article II of Section I of Chapter I of Part the Second of the Constitution of the Commonwealth;
or
(iv) re-enactment of legislation that was returned by the Governor with a recommendation to amend pursuant to Article LVI of the Amendments to the Constitution.
