'State tells feds action ensure groundfish season starts May 1'

"“This is very much a collaborative effort,” state Senate Minority Leader Bruce Tarr, R-Gloucester, said of the effort to get the right groundfish rules in place by May 1. “We are all on the same page.”
There are two competing issues, Tarr said; the need to get the rules in place on time, but also the need to make sure the science used in going from two to four cod stocks is right.
“We need to go back and address the science and substance of the framework.
“This framework and even the amendment reflect a major change in the way we manage the cod fishery,” he said. The change needed an adequate and robust process.
“The feeling that I think a lot of us have … is it was rushed to meet the May 1 deadline but the result of that is a completely inappropriate suite of measures,” Tarr said."
