Dick Cullinan Retirement

It was an honor to recognize the retirement of Richard “Dick” Cullinan, who has served as Topsfield’s Veterans Service Officer since 2013, by marking this momentous occasion with the presentation of an official Senate citation at the Topsfield Selectboard meeting on Monday, January 12, 2026.

Over the past 16 years, Dick has devoted countless hours supporting our veterans and their families—assisting with emergency financial aid, helping secure benefits for disabled veterans and Gold Star families, guiding veterans on housing, employment, education, and more.

A U.S. Air Force veteran himself, Dick has dedicated his life to service, both in uniform and in our community. His leadership, compassion, and tireless advocacy have made a lasting impact, and Topsfield’s veterans are stronger because of him.

Thank you, Dick, for your dedicated service - please join me in wishing him the best as he begins this next chapter!

'Senate Wants Monthly Disclosure of Ballot Question Financing'

By Sam Drysdale | State House News Service

+++

EXCERPT BELOW:

"Sen. Bruce Tarr said the bill is important because it recognizes that funds raised for proposed ballot questions should be subject to the same standards of transparency and accountability as other political activities in the state. But, he said those standards should apply to local ballot questions too.

He introduced an amendment that requires anyone who has given $1,000 to a local ballot initiative to be subject to the same campaign finance reporting standards as statewide initiatives.

Tar said if the Senate did not adopt the amendment it would lead to the question of “what are we doing?”

“Transparency for some but not for all. Transparency for state questions, but not for local questions, it would be unconscionable to leave these local ballot questions out of the reporting that we contemplate today,” he said.

DiDomenico said he agreed with the intent of Tarr’s amendment, but noted the bill is dealing with statewide ballot questions only and that municipal ballot question committees do not report finances the same way. So, changing the local reporting requirements would affect local clerks and lawmakers haven’t had a chance to discuss those effects with the stakeholders, he said.

DiDomenico and Sen. John Keenan agreed there are other bills that the amendment could be better suited for.

Keenan said Tarr’s amendment could apply to a bill (S 506) that requires any person, corporation, association, organization or other group that spends or commits to spend $1,000 or more in the aggregate to influence a warrant article or vote on an article at a town meeting to file detailed reports with the town clerk. That bill is before the Senate Ways and Means Committee.

Senators voted 31-6 to reject the amendment."

Bob Snow Awarded Military Appreciation Medal

I was proud to join my House colleague, State Representative Kristin Kassner in presenting the state’s Military Appreciation Medal to Rowley Selectman and U.S. Marine Corps veteran Bob Snow. This medal, awarded by the state in recognition of his service to our country and his lifelong commitment to public service, is a fitting tribute to a man who has never stopped giving back.

Bob served our nation with honor in the Marine Corps, and for decades since, he has continued to serve his community as a Selectman, educator, historian, and advocate for veterans.

He reminds us that service to others is a lifelong calling, one which he has answered time and time again.

Our communities are stronger because of leaders like Bob Snow. It was an honor to recognize his sacrifice, dedication, and enduring commitment to both country and community.

Honoring Blue Star Families

Incredibly moving stories like these are reminders why our men and women in blue sacrifice so much, and why it’s so important to honor our Blue Star Families who bear the burden of their loved ones’ ultimate sacrifice.

I am proud to announce that the language of my bill S.2449, An Act Establishing the Blue Star Family License Plate, was included in S.2903, which was recently passed by the Senate during last week’s formal session debate on Thursday, January 15th.

This legislation recognizes the sacrifices and dedication of the families of our service members, allowing them to proudly display their support through a special Blue Star Family license plate.
Thanks to the efforts taken on Thursday by the Senate, we can provide a lasting sign of appreciation to the families of more than 400 fallen heroes honoring the contributions of our Massachusetts State Troopers and Officers who are no longer with us.

Supporting our fallen men and women in blue means supporting the families who stood beside them and continuing to honor their memory today.

This bill language, now included in S.2903, is a meaningful way to honor that commitment and gives families a visible symbol of the pride and gratitude our Commonwealth feels feels for their service.

'Online Privacy Legislation Advances in Massachusetts'

By Carrie DeLeon | VitalLaw

"The Massachusetts Joint Committee on Consumer Protection and Professional Licensure voted this week to advance a bill that seeks to protect Internet users’ privacy by requiring express written consent for the collection and use of personal information by service providers.

SB 289 would restrict telecommunications and Internet service providers from collecting, using, disclosing, or disseminating personal information of customers without their express written consent. The bill further would prohibit additional charges or service denial for non-consent.

“No such telecommunication or internet service provider shall add an additional surcharge for customers that do not provide their express written approval, and providers shall not refuse to provide services to a customer on the grounds that the customer has not approved collection, use, disclosure or other forms of dissemination of the customer’s personal information,” the bill specifies.

The bill (S.B. 289, Reg Sess.) is sponsored by Sen. Bruce Tarr (R.). It has been referred to the Senate Ways and Means Committee."
