'Local projects get surtax supplemental budget bill boost'

By Times Staff | Gloucester Daily Times

“Transportation infrastructure and education are both major priorities for our communities, yet they come with substantial costs that can put some projects and initiatives out of reach,” Tarr said. “I am pleased to have been able to work with local officials and my legislative colleagues to secure valuable funding that will go to work in our region to invest directly in locally identified items that need and deserve state support.”

Funding secured by Tarr for local education initiatives includes:

▶Gloucester: $100,000 for capital improvements and equipment for the Science Central Program at O’Maley Innovation Middle School. ▶Rockport: $100,000 for design and construction of replacement portions of the roof at the Rockport Middle/High School. ▶Georgetown: $75,000 for a cellphone repeater system for the Georgetown public school system. ▶North Reading: $100,000 for capital improvements to facilitate full-day kindergarten.

Funding secured by Tarr for local transportation initiatives includes:

▶Gloucester: $50,000 for repair and replacement of parts of the dock and float system for the city-owned marina at 65 Rogers St. ▶Manchester-by-the-Sea: $25,000 for the planning, design, and construction of roadway improvements, including crosswalks. ▶Ipswich: $100,000 for the planning, design and construction for repairs to the County Street Bridge. ▶Boxford: $20,000 for assessment and design of a retaining wall on Main Street. ▶Middleton: $50,000 for planning and design infrastructure improvements at the intersection of Routes 62 and 114.

▶Newbury: $25,000 for the purchase of a dump truck for road and bridge repairs. ▶Newburyport: $50,000 for the planning, design, and construction of improved lighting on State Street. ▶Groveland: $45,000 for vital temporary repairs to the Johnson Creek Dam on Salem Street. ▶West Newbury: $50,000 for the planning, design and construction of crosswalks on Route 113. ▶North Andover: $35,000 for improvements to roadway signage.

'Lawmakers deny Tarr bid to shine light on more public payroll records'

By Sam Drysdale of State House News Service | Gloucester Daily Times

Excerpt below:

"BOSTON — Massachusetts House negotiators have again discarded a Senate-backed proposal to require quasi-public agencies to make their payroll data publicly available.

Senate Republican Minority Leader Bruce Tarr, R- Gloucester, has pushed for the reform for years, aimed at increasing transparency at several dozen agencies that receive taxpayer funding but operate largely out of public view.

The Senate adopted Tarr's amendment to its fiscal year 2026 budget to require quasi-public entities to post their employees' payroll data on the comptroller's website. For the second year in a row, however, the Senate-backed proposal died quietly in conference committee negotiations with the House.

"This is a tremendous missed opportunity. We should be looking for every opportunity to add transparency to this budget," Tarr told the News Service.

About a dozen of quasi-state agencies voluntarily reported 2024 payrolls to the state comptroller's website.

Tarr has a bill (S 220) on the topic as well and it received a hearing before the Joint Committee on State Administration and Regulatory Oversight at the end of June."

Fiscal Year 2026 Budget Local Earmarks

On Monday, June 30, the Legislature enacted the final agreement of the Fiscal Year 2026 Budget, sending it to Governor Maura Healey's desk who officially signed it into law on Friday, July 4.
I am pleased to have worked with our legislative delegation and partners in municipal government, school districts, and public service organizations to bring focus to some very important local priorities and to deliver state investment to those priorities in the Fiscal Year 2026 Budget.
I was proud to secure important earmarks in this budget that will directly impact many local priorities in our communities.

From strengthening education and public safety to supporting infrastructure and community programs, this budget reflects a shared commitment to the things that matter most to the people we serve.
