Manchester by the Sea Fire Station's Captain Tod Biggar was the guest of honor this afternoon for a celebration of his public service and his career in public safety. 39 years of training, learning, and commitment to the profession coalesced his many contributions. Grateful for Tod's dedication to Manchester-by-the-Sea and the people of the Commonwealth.
